American Health Plans offers Medicare Advantage Institutional Special Needs Plans (ISNPs) in 14 states that serve residents of long-term care facilities or patients requiring a similar level of care at home.

We partner with owners and operators of these facilities to help improve the clinical outcomes of their residents and generate additional, reliable revenue streams that can be reinvested into their organizations. With over 400 locations in partner facilities throughout our service area, American Health Plans and our Model of Care is focusing on better outcomes, personalized treatment, and proactive care to enhance the wellbeing and quality of life for the people we serve.

Michael Bailey, Chief Executive Officer

Michael Bailey is a seasoned healthcare executive and entrepreneur with more than 35 years of experience leading mission-driven organizations in Nashville’s dynamic healthcare sector. Recognized for building and scaling high-performing companies, Mike brings a blend of strategic vision, operational know-how, and financial expertise to deliver exceptional clinical outcomes and sustainable growth.

Since 2016, Mike has served as President and CEO of American Health Partners, a national senior care company that originally operated seven interrelated divisions spanning the full continuum of care—including skilled nursing, rehabilitation, and home health. Under his leadership, the company executed successful turnarounds in those legacy businesses and strategically exited them to focus on four high-growth core divisions:

  • American Health Plans, a rapidly expanding provider-owned Medicare Advantage ISNP
  • TruHealth, an integrated clinical services organization
  • Unity Psychiatric Care, with six inpatient behavioral health hospitals in Tennessee and Alabama
  • AmPharm, a long-term care pharmacy serving senior living communities

Earlier in his career, Mike co-founded and led successful ventures including Unity Physician Partners, Windsor Health Group (acquired by Munich Health), and MedSolutions (now part of eviCore). He also held CFO roles at Vanderbilt Health Plans and Coventry Health Care.

Mike began his career at Deloitte and holds a bachelor’s degree in accounting from Austin Peay State University.

Jeff Bogle, Chief Financial Officer

Jeff Bogle is a seasoned healthcare executive with more than 35 years of experience in executive roles, financial management, operations, and start-up leadership. He has played a pivotal role in the growth and success of several innovative healthcare organizations. Jeff was the founder and CEO of ASCIRA Partners and a founding executive of Surgis, both of which operated networks of ambulatory surgery centers. He also served as Chief Financial Officer for the Ambulatory Surgical Center Division of Symbion and Senior Vice President of Finance for Surgical Care Affiliates, where he helped drive strategic financial performance and operational expansion.

Since 2016, Jeff has served as Chief Financial Officer of American Health Partners, a diversified post-acute healthcare company based in Franklin, Tennessee. In this role, he oversees all financial functions across four divisions, which together deliver pharmacy services, psychiatric care, and coordinated value-based care through its provider-owned Medicare Advantage plans. His financial leadership has been instrumental in positioning the company for long-term growth, guiding successful expansions, joint ventures, and new market development.

Jeff brings a deep understanding of both entrepreneurial and corporate healthcare environments, and his ability to align financial strategy with clinical and operational goals continues to drive value across the organization. He is a CPA and holds a bachelor’s degree in accounting from Middle Tennessee State University.

Robin Bradley, Chief Operating Officer

Robin Bradley is a seasoned healthcare executive with more than 25 years of experience leading Medicare and Medicaid health plans nationwide. She currently serves as Chief Operating Officer of American Health Partners, where she oversees operations across multiple divisions, including American Health Plans, a fast-growing Medicare Advantage plan for long-term care providers. Under her leadership, the plan extended its footprint into 14 state with more than 8,000 members. 

Known for her strategic vision and operational discipline, Robin is a trusted leader, mentor, and coach within the organization. Her expertise in organizational development, growth strategy, and execution has been central to American Health Partners’ financial strength and performance.

Before joining American Health Partners, she held executive roles with Windsor Health Plan—one of the early Medicare Advantage pioneers—and Vanderbilt Health Plans, a provider-owned Medicaid managed care organization.

Robin’s leadership continues to drive innovation and operational excellence across the organization, positioning it for sustained growth and success in an evolving healthcare landscape. She holds a bachelor’s degree in finance from the Terry College of Business at the University of Georgia. She also hold a Master of Business Administration (MBA) and a Master of Health Administration (MHA) from Georgia State University.

Jason Haney, Senior Vice President

Jason Haney is the Senior Vice President of Operations for American Health Plans, where he leads the development and management of provider-owned Institutional Special Needs Plans (ISNPs) serving more than 400 long-term care facilities across 14 states. A strategic and operational leader, Jason has played a key role in expanding the company’s footprint into new markets and driving growth through strong provider partnerships and collaboration with TruHealth, the organization’s clinical services division.

Jason is passionate about delivering person-centered, coordinated care that improves health outcomes and enhances quality of life for nursing home residents. His leadership has been central to aligning clinical operations with the broader mission of American Health Plans—supporting providers while delivering high-touch, value-based care.

Prior to joining American Health Plans, Jason was Market Vice President for OPTUM Complex Care Management, where he oversaw operations across 23 ISNP counties and 520 skilled nursing facilities statewide. He previously served as Director of Practice Administration and Business Development for IPC Healthcare. Jason began his career as a licensed nursing home administrator, managing day-to-day operations in two skilled nursing facilities over a four-year span.

Sumathi (Sumi) Misra, MD, MPH, FAAHPM – Chief Medical Officer

Dr. Sumi Misra is a nationally recognized physician leader, educator, and innovator in the care for the elderly, and those with serious illnesses. She became Chief Medical Officer of American Health Plans in 2022, following her role between 2020-2022, as Medical Director for American Health Advantage of Tennessee. She is board certified in Internal Medicine, Geriatrics and Hospice & Palliative Medicine. She has over two decades of experience in caring for patients in nursing homes, assisted living facilities, outpatient clinics and the hospital.

Dr. Misra earned her Doctorate in Medicine (MD) and a Master of Public Health (MPH) from the University of Pittsburgh. She completed her residency in Internal Medicine and Geriatrics fellowship training at Vanderbilt University Medical Center (VUMC), where she has served on faculty since 2001 and is currently an Associate Professor.

As a recipient of multiple funded grants, her career has focused on process and quality improvement for access and care delivery, with an emphasis on communication, organizing innovative systems of care for aging, and medical education reform. She has led groundbreaking training programs through the VA’s Geriatric Research, Education and Clinical Center (GRECC), published widely, and presented nationally.. Dr. Misra’s leadership continues to shape the future of value-based, compassionate care nationwide.

As a geriatrician, and a daughter and a granddaughter, I have seen firsthand how the right support can help older adults maintain independence, quality of life, and a sense of purpose. In my role as Chief Medical Officer, I can mentor the current and next generation of providers, instilling in them not only clinical excellence but also accountability, empathy, and respect for our aging population. Working within a Medicare Advantage Plan, I can advocate for systemic improvements that prioritize preventive care, care coordination, and patient-centered outcomes. Hank Watson, Chief Development Officer

Henry “Hank” Watson is the Chief Development Officer for American Health Partners and American Health Plans, based in Franklin, Tennessee. He has spearheaded the company’s transition from a regional post-acute care provider into a national leader in Medicare Advantage, forging innovative partnerships with nursing home operators across the country.

Under Hank’s leadership, American Health Plans has expanded rapidly through acquisitions and de novo ventures, now partnering with more than 50 long-term care organizations. These joint ventures focus on developing provider-owned Institutional Special Needs Plans (ISNPs) that bring coordinated, high-touch care to some of the nation’s most medically complex patients. By integrating care management with Medicare Advantage, these plans have delivered consistently superior clinical outcomes and elevated the role of post-acute providers in the broader healthcare ecosystem.

Before joining American Health Partners, Hank worked in healthcare private equity and at a policy and management consulting firm in Washington, D.C., giving him a unique blend of strategic, financial, and operational expertise. Hank holds a bachelor’s degree from the University of Pennsylvania and earned his MBA with a focus in healthcare and finance from Vanderbilt University’s Owen Graduate School of Management.

“Whether on the front line or supporting the front line from the back office, building a career in healthcare is uniquely challenging, rewarding and intensely personal.   Nothing in my career exemplifies this like the Provider Owned ISNP .   The disparate policy, clinical and financial pieces had been available for years, but misaligned.  The Provider Owned ISNP put the pieces together in a way that allows local providers to deliver the care they know their patients require and deserve.   While there remains a long road ahead for the Provider Owned ISNP, I am hopeful it will be an example for other areas of healthcare to move beyond rudimentary points of friction and toward collaboration and alignment to solve healthcare’s most pressing challenges.”

Kari Voigtmann – Vice President of Field Operations

Kari Voigtmann brings over 20 years of leadership experience in long-term care and health plan operations to her role as Vice President of Field Operations. She oversees operations across 13 states, focusing on partner success, clinical excellence, and financial performance. Kari began her career as a nursing home administrator and advanced to senior roles with American Health Communities. She successfully launched American Health Advantage of Tennessee in 2019 and Mississippi in 2021, later expanding into Iowa, Indiana, and Pennsylvania. Her strategic leadership has driven growth and strong outcomes across multiple markets. Kari holds a Bachelor of Science in Human Ecology and a Master of Public Health with a concentration in Gerontology from the University of Tennessee, Knoxville.

“Growing up in a community where I was the only kid gave me a great perspective on the aging population.  I enjoyed their insight, experiences,  and the way they tackled life.  Finding enjoyment in caring for the aging was easy for me and that’s why I chose long term care.”

Marybeth O’Connor, Vice President, Corporate Development

Marybeth O’Connor is the Vice President of Corporate Development for American Health Plans, leading membership expansion efforts through the development of joint ventures and contracts with long-term care facilities and senior living communities. In addition to her role in development, Marybeth also leads the Network Strategy team to help maintain and expand American Health Plans’ provider network.

 A graduate of the State University of New York-Oswego, Marybeth held positions with several other national healthcare companies. including Blue Cross Blue Shield, United Healthcare, and CIGNA, before joining the American Health Plans team.

Her knowledge and expertise in strategic management, membership growth and retention, implementation project management, and direct-to-consumer Medicare Advantage products allow Marybeth to be a resource for her corporate development and network strategy teams.

Tom Coble, Senior Advisor

Tom Coble brings over 25 years of experience as a nursing home owner and operator to his role as Senior Advisor to American Health Plans. A true innovator in long-term care, Tom founded the nation’s first provider-owned Institutional Special Needs Plan (ISNP) more than 15 years ago, helping to reshape how care is delivered and financed for nursing home residents.

He currently serves as President and CEO of Elmbrook Management Company, which owns and operates seven long-term care communities. His strategic insight and leadership have made him a nationally recognized expert in future payment models, risk management, and population health management. Tom is a frequent speaker to investors, insurance leaders, national trade associations, and provider groups across the country.

Tom is also a Past Chair of the American Health Care Association (AHCA), reflecting his ongoing commitment to advancing the field of post-acute and long-term care at the national level.

Heather Allison – Executive Director, American Health Advantage of Pennsylvania

Heather Allison joined the organization in 2024 as the Executive Director for American Health Advantage of Pennsylvania. Heather has been a Registered Nurse for 33 years and obtained her Nursing Home Administrator license in 2018. During her time as administrator of a 204-bed nursing home facility, her facility was featured in Newsweek magazine as a top nursing facility in the country and remained financially stable through the COVID-19 pandemic mainly due to the high population of ISNP residents. Her previous experience includes working as the Director of Nursing for several long-term care facilities and as a Care Manager for Highmark Health.

“I have always loved learning from the elder population. My grandparents were very close to me. I feel obligated to ensure that everyone’s mom, dad, or grandparent is cared for at the highest level possible. Long term healthcare is definitely a passion and not for the weak at heart. The members are ill with many comorbidities, it is a fine line to walk but also a rewarding one. The one thing I am a believer in is if we do the right thing every day for our member population, everything else will fall into place.”

Amy Barth – Executive Director, Iowa Health Advantage

Amy has more than 25 years’ experience in senior living and healthcare. While working as a certified nursing assistant during college, Amy fell in love with working with the elderly and decided to continue working with the senior population after school.  Amy received a degree in Family Services with a certificate in gerontology from the University of Northern Iowa and holds a license in nursing home administration and an assisted living management certification. Amy’s healthcare experience includes long-term care, hospice, Independent and Assisted Living and Managed Care.  Amy finds great joy in making a difference in the lives of so many seniors.

“While working as a CNA in college,  I decided healthcare was my future.  I truly loved making a difference in the lives of the elderly and wanted to continue serving them in a larger capacity.  After working as a nursing home administrator for 25 years, I decided to make the change to Iowa Health Advantage where I can continue to serve the residents and facilities we partner with, just in a different capacity.”

Joe Brand – Executive Director, American Health Advantage of Oklahoma and American Health Advantage of Texas

Joe Brand is the current Executive Director over the Texas and Oklahoma plans for American Health Plans. With a bachelor’s degree in computer science and a doctorate degree in physical therapy from Concordia University Wisconsin, Joe began his career in physical therapy specifically in sports medicine and home health. After moving to the skilled nursing industry, Joe was promoted to the Director of Rehabilitation for multiple facilities in his region.

Prior to his role at American Health Plans, he worked with Optum (United Healthcare) in the skilled nursing facility network where he managed 4 states and helped to build 2 ISNP markets in 5 years.

Mindy Brown – Executive Director, American Health Advantage of Tennessee, American Health Advantage of Mississippi, and American Health Advantage of Louisiana

Mindy Brown is the Executive Director of three ISNPs in the southeast region – American Health Advantage of Tennessee, American Health Advantage of Mississippi, and American Health Advantage of Louisiana. With a background in healthcare in various roles, Mindy joined a provider-owned (three-hospital system) managed care plan when the Medicare Advantage program was just getting started. During these years, she fell in love with serving the long-term care population and the impact she could make on them. Mindy retired from the industry in 2018, but when a position opened up at American Health Plans, she jumped opportunity and came out of retirement to be the Executive Director of one of the first state plans for American Health Plans.

Mindy was born and raised in Mississippi and received her bachelor’s degree from the University of Mississippi in Economics.

It is so rewarding to go into our partner nursing homes and visits with our members and do activities with them. It’s really why I got into this industry in the first place – to recognize the humanity in this population and be able to put smiles on their faces and hear their stories.”

Mike Hazel – Executive Director, American Health Advantage of Missouri and Kansas Health Advantage

Mike Hazel joined American Health Plans in 2024 as the Executive Director for the ISNPs in Missouri and Kansas. Prior to joining the team, Mike was the Vice President of Operations for Avant-Guarde Healthcare and held several other leadership positions in long-term healthcare facilities. His experience as a Licensed Nursing Home Administrator helps Mike understand the needs of the long-term care resident and their families.

Mike has a Bachelor of Science degree in Marketing and Salesforce Management and holds an EMR Program Implementation Certification from St. Louis University.

Tim Wilkes – Executive Director, Georgia Health Advantage

Tim Wilkes joined American Health Plans in 2019 and serves as the Executive Director for Georgia and Florida markets overseeing 1,770 ISNP members.  Prior to joining AHP, Tim gained his ISNP experience working for another fortune 500 company for twelve years.  Tim has a extensive Managed Care background, negotiating managed care contracts with hospital, physicians and ancillary providers for over 25 years.

Jonathan Cooper, Senior Vice President, Human Resources

Jonathan Cooper has served as Senior Vice President of Human Resources for American Health Partners for more than a decade, bringing over 30 years of HR leadership experience. As a member of the executive team, he leads the development and execution of the company’s HR strategy, supporting the broader business plan and culture. His responsibilities span talent acquisition, leadership development, employee engagement, compensation and benefits, and organizational design.

Before joining American Health Partners, Jonathan was Vice President of HR at Loretto, a nonprofit post-acute healthcare system. He also held senior HR roles with Medical Edge Healthcare Group/PhyServe Physician Services, Shriners Hospitals for Children, and the Harris Center for Mental Health and IDD.

Jonathan is also a decorated military veteran, having served over 11 years in the United States Air Force with extensive overseas assignments in defense of the nation. He was awarded the Meritorious Service Medal. His dual background in military and civilian leadership has shaped his approach to organizational management, talent strategy, and building high-performing teams.

He holds a bachelor’s degree from the State University of New York and a master’s degree in public administration from Golden Gate University via the United State Air Force.

Barry Shermer, Chief Information Officer

Barry Shermer serves as Chief Information Officer at American Health Partners, bringing more than 40 years of experience in technology and over 27 years in healthcare IT. He specializes in information management, enterprise systems integration, and the development of large-scale data warehouses to support clinical and operational goals.

Before joining American Health Partners, Barry was CIO at Unity Physician Partners, where he led the integration of primary care and behavioral health services through unified data systems. He also served as CIO of Windsor Health Plan, one of the nation’s earliest Medicare Advantage organizations, where he helped build the company’s IT infrastructure from start-up to maturity.

Barry began his career in defense, working as a database developer for military war game simulation systems and as a calibration and maintenance technician on Department of Defense weapons testing programs. In addition to his healthcare and defense experience, he has helped launch and grow multiple tech startups.

He holds a BS in Computer and Information Science and Business Administration from Troy State University, an AS in Electronics Technology from Okaloosa-Walton Community College, as well as a Certificate in Industrial Electronics.

“From a young age, I was deeply inspired by my mother’s dedication as a nurse, which sparked my interest in the healthcare field. My curiosity about how things work led me to purchase one of the very first home computers in 1979, marking the beginning of my journey into technology. This early exposure fueled my fascination with relational databases and their potential to revolutionize data management. Over the years, my passion for technology extended into home automation projects, where I enjoyed creating innovative solutions to everyday problems. These experiences collectively inspired me to pursue a career in Healthcare Information Technology, where I could merge my interests in healthcare and technology to make a meaningful impact.”

Dan MacDonald, Vice President of Marketing and Communications

Dan MacDonald is Vice President of Marketing and Communications for American Health Partners, where he leads strategic efforts across branding, advertising, public relations, and internal communications. Since joining the company in 2020, Dan has played a key role in shaping its reputation in the healthcare industry—developing thought leadership campaigns, elevating the company’s digital presence, and driving growth through innovative communications strategies.

An award-winning journalist and gifted storyteller, Dan is known for crafting narratives that connect with both internal and external audiences. His work focuses on strengthening stakeholder relationships and positioning the company for continued success in a competitive, fast-changing industry.

Prior to American Health Partners, Dan served as Vice President of Community and Corporate Relations at Bridgestone Americas, where he led media relations, crisis communications, employee engagement, and sports marketing initiatives. He also held the role of Senior Director of Corporate Communications at Dollar General, expanding the company’s social media presence and enhancing employee communications during a period of rapid growth.

Dan holds a bachelor’s degree in international relations from Michigan State University and a Master of Science in Journalism from Northwestern University.

Anna Hooker – Vice President, Finance

Anna Hooker is the Vice President of Healthplan Finance at American Health Plans, with more than two decades in accounting and financial services – most of it in healthcare. She started her career in public accounting, but quickly found her niche in Medicare Advantage and Independent Physician Associations.
 
Before joining American Health Plans, Anna was Finance Director at Cigna Medicare, overseeing Medicare Advantage plans across the Southeast. She was responsible for the financial performance of more than 120,000 members and over $1.7 billion in annual revenue, focusing on strategies to strengthen financial health, use resources wisely, and support long-term growth.
 
Today, she leads the Healthplan Finance team at American Health Plans, helping guide decisions that keep the organization strong and positioned for the future.

Laura Carrico, Chief Compliance and Privacy Officer

Laura Carrico is a seasoned compliance leader with nearly 30 years of experience in healthcare and over two decades specifically focused on compliance and privacy. As Chief Compliance and Privacy Officer at American Health Partners, she oversees regulatory and ethical standards across six diverse business lines, ensuring operations meet the highest standards of integrity and accountability.

Laura holds dual certifications in Healthcare Compliance (CHC) and Healthcare Privacy Compliance (CHPC). She has successfully led organizations through federal Corporate Integrity Agreements, implemented comprehensive audit plans, and directed enterprise-wide risk mitigation strategies that have saved millions in potential penalties. Her approachable leadership style, operational expertise, and commitment to quality care make her a trusted partner throughout the organization.

Prior to joining American Health Partners, she held key compliance roles at Comprehensive Pain Specialists, Community Health Systems, and Centerstone. Laura earned her MPA and BS in Business Administration from the University of Tennessee.

Clark serves as General Counsel and Corporate Secretary for American Health Partners, bringing over 25 years of legal and executive leadership experience in healthcare and private equity-backed businesses. Since joining the company in 2021, he has played a central role in its strategic transformation—guiding major divestitures and acquisitions to focus operations on value-based care, Medicare Advantage, and innovative ISNP models.

Philip leads all legal, risk, and regulatory affairs for the organization, advising on corporate governance, M&A, litigation, compliance, and health plan development across 14 states. He redefined the legal function into a proactive business partner and oversaw the sale of 31 skilled nursing facilities and a $110 million transaction involving home health and hospice operations.

Prior to American Health Partners, he held senior legal roles at Alacura Medical, eviCore Healthcare (where he supported its $3.6 billion sale to Express Scripts), HealthSpring, and FINOVA. Philip has also advised healthcare startups and taught law as an adjunct professor at Vanderbilt.

He holds a JD from the University of Chicago Law School and a BA in History, magna cum laude, from Louisiana State University. He is a member of the Tennessee Bar and the American Health Law Association.

Elizabeth Wicks, Marketing Manager

Elizabeth “Liz” Wicks is the Marketing Manager for American Health Plans and manages the relationships between the marketing department and the leadership of American Health Plans. With a background in traditional marketing efforts and product development, Liz works closely with Operations leadership to bring the plans to new partners and new members through effective messaging and promotion.

Before she joined American Health Plans, Liz worked in the diagnostic laboratory industry for organizations like Aegis Sciences Corporation and PathGroup in Marketing and Product Management, developing marketing materials and communications plans to reach healthcare providers and their patients. She has a bachelor’s degree in enterprise management and marketing and a Master of Business Administration from the University of Tennessee in Entrepreneurship and Innovation with a focus on Marketing.
